I suspect filter (or just after local sundown and atmospheric scattering), but it does give it a nice alien quality.

If you check out similar shots of earth in VS, you'll see a similar effect - it turns out reyleigh scattering does that in the upper atmosphere. Although our shaders produce a more yellowish tone, automatic white balance will probably shift it towards the greenish side due to the intense yellowishness of city lights.
It was really tough, back when I made the shaders, to tell whitebalanced pictures from natural ones. I had to do a lot of guessing and calibration, but I trust our shaders now
