I'm hope I'm in the right forum
I've been palying the Vaga Strike off/on for sometime. I would like to become part of the devleopment team. I've done some programming in the past. But,
I am now doing online courses on C++, Python Object programming, and using blender, which is ongoing.
I was thinking of doing a very small 3D model project designing a small space ship. So that I can combined above new skills into a small project.
Will my newly acquired skills be of any use to Vega Strike?

Well, depends on what you're wishing to do.
If it's programming, we can try to give you an open ticket/task and provide a patch. Or you can provide patches for whatever improvements you feel like doing.
If it's art, artists will know, you should check in the artist section where artists usually gather.

Maybe this is too ambition but would like to do both. Develop a 3d model them import into the game via progaming.

You don't have to code to put a ship ingame. Just edit a couple text files.
