why is it 0 size?

Probably because our ViewCVS is not configured to make CVS tarballs.

SourceForge has stopped making tarballs in the last two months, though they only last week sent an e-mail to the project admins about this problem:

Due to a lack of capacity we have had to
temporarily suspend CVS tarballs for the vegastrike project. We're
currently awaiting replacement hardware, when it arrives we'll restore
the CVS tarballs and be able to provide a more performant service to
your project. We apologize for the inconvenience to your project.

So yes, we know about this, but there is sadly no way around it until SourceForge completes their hardware upgrade.
