where can i get Privateer PU? all links i found are dead.
is the frankenstein project the new version of priv PU? i don't know if i understand it right.

Yeah the frankenstein project is it ATM and it's not ready for prime time yet.The original team got tangled in real life issues.

To answer the first question no. ATM is short for At This Moment. I do have a working version of PU but no place to host it and not enough bandwidth to upload it as I use cellular dongle for connectivity and the data plan is kinda expensive it would cost me about $15 just to upload

That can happen with any download and is usually related to the time of day and the amount of traffic in general.Sometimes pausing and restarting helps.It may also be a effect from your ISP's traffic shaping policy.
