my drayman takes a mounth of Sundays to get to 40 kps now. I don' know what has happened.
i first noticed it when i was chasing after some kilrathi th tractor.
Does the number of cargo affect your speed?

Yes, the game dynamics has it that the more mass you have the more momentum you have to deal with.
Drayman's are fairly hard to navigate as is, not as hard as cap ships mind you, but if you start tractoring in ships you wind up adding their mass to your own. Especially under anywhere near a full load.
Same would be true of any ship capable of tractoring in other ships. Which can happen if you try tractoring in small ships with a larger ship.
But you can eleviate the problem by just relaunching any ship you tractor. They instantly become escort ships on your side, great bonus, and when you get to where you are going, or the next jump point, you can then tractor them back before finishing and then sell them if that was your original intent or add them to your fleet by purchasing them after selling them.
Or you can just leave the ships to fight any enemy ships while you make a run for the jump point.
