Full HUD while using Chase Cam?

I added <var name="draw_vdus_from_chase_cam" value="true" /> to vegastrike.config, first in the "joystick" section(that's where it's documented to be in.. why?), and then again, just for kicks, in the graphics section.

It doesn't do anything but draw target boxes around objects. I want the FULL HUD(left and right VDUs, radar, messages, crosshairs, etc...) to be visible while in chase cam mode.. Is this possible?

That's what it should do.
At least as per CVS code.
Did you try it on CVS?

Nope. Are there windows binaries available? I don't have any way to compile from source in windows.

Yes, in data4.x/bin

Just check out data4.x/bin and replace the ones in your privateer installation.
Do make backups, because there are some problems with CVS and Privateer that need addressing before you can use it to actually play comfortably. At least, you'll be able to confirm whether or not the VDUs show on the external views.
