version 0.4 win is crashing at startup

hi guys
the game seems quite well made, bat i can't start it

when i start a new game with the launcher at first he chenges the resolution/fullscreen and the he dispays for a very short time something that seems to be a menu or a nav card or something like that but its too short to see that exactly....

i also changed most of the options but that made no difference

my system:
OS: WinXP SP1
graphicsboard: NVidia Geforce FXGo 64 Mb DDR
RAM: 512 DDR+swap
CPU: intel, 2,66 GHz
it's a mobile PC prduced by Medion

i searched the bug ist but i found nothing like this

i made a screenshot it seems to be the mission preparing

"the confederation has decalared......"

the image doesn't have errors or something like that
