SVN 12377 - Need more insystem missions

In the current SVN, insystem missions such as bounties, rescues, and defend/escort missions have gotten extremely rare. With intersystem travel being kind of slow, this makes it kind of a pain to make money. IMHO it would be better to offer more insystem missions, but perhaps start with more enemy ships.

Missions definitely need to be looked at--Right now there are a lot of magic constants strewn throughout the code, like a 10% chance for this, and a 30% chance for that type of mission, which then has some % chance for being insystem, etc.

So a lot of it's arbitrary constants, and that's why there are weird things where some cargo missions may pay so much more than a hard bounty mission, or some other ridiculous stuff.

I wouldn't mind a rewrite of the whole system :-) but of course with time limitations and so on that won't happen soon.
