Seeing cargo I can't pick up is driving me insane! Where can I purchase Tractor capability at?

Most often at commerce centers. Note that any mount with tag special (not special-missile) can mount tractor beams, they're for sale almost everywhere under beams light. There are also heavy tractors for sale at some confed fighter bases/starfotresses under beams confed milspec.
