Hmmm... not sure why that's still there. I'll delete that some day.
That option was taken out when Sound and Music preferences were split up into two categories.
If you search through the whole vegastrike.config, the place you pointed out is the only mention of "audio_on_windows_music", so it clearly isn't used anyway.
