Torpedo imprecisions have to be excacerbated, beyond what's seen on the shows, and you might get a very enjoyable gameplay.

Torpedoes do more damage but are not guaranteed to hit, and when they hit the damage is spread out over a wider area.
Phasers almost always hit, but to little damage to anything else.
