Well... all of them can fire simultaneously, IIRC, according to the technical manuals.
Furthermore, each phaser strip can fire either a single cascaded beam (all of its elements firing as one single weapon) or as multiple beams, to make it even more complex.
For the game, I'd say strips always fire in unison, and separate strips will never be able to fire as one (as per technical manuals).
Now... about power availability - that's another matter. If you fire all your beams at full power, though you could do that since each element has its own capacitor, you'll be a sitting duck for a goodly while since you have to wait for all capacitors to recharge off of a limited power supply. But that the engine will take care by itself.
