I an older Q&A, JackS indicated that comms between systems would be done using relay stations at jump holes. This brings up a couple of interesting points:
  • there doesn't appear to be any relay stations in the game at the moment :)
  • relay stations would want to be guarded to protect communications channels (and indeed some "campaign" missions might involve attacking comms relays). At a minimum, there'd be autonomous defense that would activate in the event of an attack. But that wouldn't be enough for really important comms backbones.
  • once you've got the comms relay there, you've got guards and their support, so you're starting to build up quite an infrastructure. I'd imagine there'd also be a potential for trading at those outposts too - since merchants don't need to burn fuel getting around the system.
