Editing Commodity Pricing for Planets and Bases

I've tried altering the available commodities for some of the planet types that only have repair available; but with mixed results.
I wanted to make Volcanic planets pay through the nose for food, mining equipment, construction equipment, and recylers; and sell jewels and minerals at rock bottom prices.
I edited the units.csv under 'import cargo' to make the stuff show up, and the Units/Factions/Planets/Molten notepad file in the 'import price' section.
Since 'Construction' shows up as a 1.1 in the Trantor files and a 1.2 in the Ocean files I thought a 2.1 Molten would do the trick, and changing the Jewels from the Ocean's 1.1 to .4 in Molten would make them cheap....but they are nearly the same price!
Does anyone know what these 1.1 s and 1.2 s actually correspond to ie. is this like saying 110 percent or 120 percent of the Master_Parts_List price? And if so am I just making it too far out of range or am I messing with the wrong files entirely?
Also I haven't had any luck at all finding the files to alter the prices on ships and bases.

It's possible that it would only affect new savegames.

hrrrmmm.....I guess I'll start a new campaign and then see if my prices took hold....yeah makes sense, the whole dynamic universe generating thing going on while the new game uploads.
