It's just AI for now.

However there has been discussion about a multiplayer aspect being included into the game in the future.

Maybe the "online" part of the site title matches a meaning like in "online directory"

Mpogd hasn't been updated in ages. Because the previous Vegastrike before it went privateer, it was actually a mission based type game.
