Why cant I jump?

i just got a franklin and i outfitted it with most everything. but it wont jump, it say's that the energy is to low, is there any way I can fix this.
Also how do I join a faction, like confed?

You probably forgot to buy an SPEC capacitor; the energy will always be "too low" unless you buy one of these (regular capacitors will not do). SPEC capacitors can be scarce at times, so look around a bit.

As for joining a faction, there is no system implemented to actually "join" a faction. You can help them out, but that's about it.
