Maybe it has already been proposed, sorry for that.
I think it would improve the game if an in-game command setup (keyboard, joystick...).

Yes, it would definitely help. Then we could also allow users in real time to select keys instead of guessing that it is "joystick 0, button 4"
The problem is that our Vega Strike configuration format is XML mixed with comments. Allowing the game to save custom XML may ruin the comments which are required for running setup
So first we need to rewrite the configuration program. (If you notice the vssetup program does not allow for anything other than dropdowns: this is the reason)

Why are comments needed? Is there anything that can be achieved by using comments that can't also be done by simply creating more XML elements?

The comments disable the line in question as ace123 stated and those comments are placed by the setup app on of the first things that needs doing for this to proceed is splitting the config file between user settings and engine settings and variable setting.
