2. fix disable apache manual

plan chance are:
1. Move review board form dev.vega-strike.org to reviewboard.vega-strike.org
2. Make http://dev.vega-strike.org a hub for developers.
3. add a bug tracker at http://bugs.vega-strike.org

Hi all i wand to nodifite that there was a problem with sending email form the forum to gmail.
The problem is current that gmail block the out going email form vega-strike.org and my one domine worldwideweb2.nl via ipv6.
The current solusion is to switch the mailserver to ipv6 and on a late moment i look and fix this problem.
