Factions vs Civies

I'd like to rewrite factions.xml but i dont have a clear understanding of which factions have civies. Obviously the aeran merchant marines are the aeran civies but im not sure what others are clasified civie and who does not have civies.
I'd like to make a complete factions list, including the missing ones (CPPTC, CCCAW, etc) and solve the problem of a few factions liking other factions who hate them.
Any other ideas for factions? Just remember i only know C, not C++ so i cant edit code, only the current relations and add new factions.
