Yeah, that issue is annoying, especially if friendly ships slow you down.
But I guess it is necessary for the engine to work like that. Positive point is that you can also reach other ships and thy can't SPEC away...extremely useful at bounty missions.

This isn't the final behaviour ... I think SVN has it changed already ... only ships using an interdiction device (pirates, homeland sec etc), and bases will be able to stop you in free-flight.
