Ship prices for Progeny

I noticed a huge price difference for the Progeny which is a bit unexplicable to me.

A regional guard Progeny costs 900.000 with 1300 cargo volume and 63 mass.
A confed Progeny costs 400.000 with 1200 cargo volume and 62 mass.

Can one cargo expansion explain the huge difference of 500.000 ?

I can't look into it right now, but maybe there are other differences in stats

Try looking at the shield recharge time and other stats such as the engine fore/aft thrusters. Maybe their is a difference between the weapon mount points or even the speed of the ship?
