Did Major Todd "Maniac" Marshall EVER get his promotion to colonel?

Im serious. Did he?

Yep. In 2673 according to the encyclopaedia, but then went back:

Besides Blair, anybody else that would be cool for Burrows to meet, from WC?

EDIT: I'm asking because, not having played the games, when I look at the lists of characters they are enormous. Just for the Landreich there's a full page of characters with first and last names...

Maniac is your wingman and partner. Throughout the game, you end up knowing (and hopefully fond of) the character, so it would be as nice of a thing as meeting Blair - and perhaps less compromised? I mean, Blair is a way too important character to mess with... if we include it, we must make it perfect.

Allright, I'm gonna try and find Maniac at some good spot before the end of the war. I'm all too aware the meeting with Blair must be perfect; almost paranoid..

And yet I wouldn't want the paranoia scare me off it, or make the meeting too brief or inconsequential. I want it to be consequential, meaningful AND perfect. Trying to find out exactly who he is. Seems to me his number 2 preocupation, after the kats, is containing Tolwyn.

The only reason manic inst as important as Blair is because he is not the main character of WC games... but he is by far one of the most know ones, and one of the coolest ones
