How do you get that wraith shaped ship?

When you enter a human fighter base, and go to the shipyard, you see that weird three winged fighter craft in drydock. You can also see it on the magazine cover in the upgrade center onboard a human warship. Can I purchase this craft? It looks cool but I haven't seen one anywhere, not even in space, flying around.
