I'm interesting finding a general guide on modding and help with VS modding. Are such things available? Or is it recommended that I do my own research and begin by playing with the current development tools?

The wiki Development and HowTos sections should give you some headstart on changing the data set to your needs.

Help with improving the VS Game is always welcome. The Contributor's Guide has an overview of the tasks that need support. Particularly the Development of Campaigns has been neglected. Here even documentation does not exist, so if you are inclined to writing, this would be a great help. In any case, feel free to pick any of the tasks you are comfortable with either on artistic or data side.
